PRESS RELEASE DA ASSOCIAÇÃO MALTESA DOS ASSISTENTES SOCIAIS NO DIA MUNDIAL DOS REFUGIADOS

“IT’S A FALLACY TO THINK THAT PROMOTING HUMAN RIGHTS IN FAVOUR OF ASYLUM SEEKERS IS ENCOURAGING IRREGULAR IMMIGRATION” - MASW

“Knowledge and information about the situation in the countries where asylum seekers and refugees originate will empower government and civil society to respond to the phenomenon of irregular immigration in Malta”

To mark this year's World Refugee Day, the Maltese Association of Social Workers (MASW) is expressing its solidarity towards all those people living in situations of danger, persecution and poverty in the countries from which asylum seekers and refugees in Malta and across the world originate.

In a recent event organized by the Association in collaboration with the three other NGOs, a film was viewed and discussion held in order to raise awareness on the situation in Sudan as an example of one of the countries from where people flee from.

The life-threatening circumstances such as conflicts, famine, entire devastation of villages and mass murders were shown and discussed. Such an event can only serve to give a small view of the kind of situations and reasons that drive people to leave their country.

As one person stated, “… it really does take COURAGE, to be a refugee, it must be the most vulnerable and lonely experience … nobody should have to go through such tragedy.”

The political, legal, socio-cultural, foreign policy and infrastructural factors displayed in the film about Sudan all highlighted the complexity of the problem that has been going on for years making it clear that the serious problems will not be solved overnight.

The situation in other countries like Somalia where a state of lawlessness, chaos and terror continues to reign and solutions seem even bleaker.

The political powers of the Western, developed world continue to struggle with the complexity of these problems, haunted by a past of colonialist interference and compromised political and economic interests.

The result is deaths, tragedies and hardships for these people that go on for interminable years.

The MASW and collaborating NGOs believe that education, knowledge and information about the situation in the countries where asylum seekers and refugees originate will empower government and civil society to respond to the phenomenon of irregular immigration in Malta. Further, the organizations warn that fear and policies of exclusion will only create a local environment which is detrimental to our society, our economy and our identity; An identity which must prove its strength by demonstrating its cultural richness, openness and resilience.

A political system cannot claim civilization and development if it creates further incumbencies to those who are rightfully eligible to be given humanitarian protection and refugee status or if it shuns and criticizes those who exercise their freedom of speech to advocate for the rights of asylum seekers.

The current detention policy and the growing preoccupation with border control disputes are resulting in conditions where asylum seekers are deprived from their human rights. The Association reiterates and reinforces the public statement by the Jesuit Refugee Service that the detention centers are not the solution but rather another infringement of a human’s right to seek protection from harm and persecution.

It is a fallacy that being in favour of human rights encourages the increase of irregular immigration, rather, it is quite the opposite because it is the lack of human rights that drives people to escape from the home country that they nonetheless many treasure in their hearts forever.

Xenophobic direction of new proposals approved by (a branch of) the Italian Parliament

The Italian government is heading in the regrettable direction of promoting xenophobic legislation by approving a new law entitled ‘safety measures’ that criminalises undocumented migrants, the homeless and the needy in general. Under the new law, health and even public officials such as social workers are expected to inform authorities when undocumented clients seek public health and social services.

This law not only carries the danger of turning social challenges into problems of public order, it undermines professional intervention by placing a ‘policing’ duty upon health and social practitioners . As it is now, the law puts forward a position that contradicts the social professional code of ethics and professional conduct, including client confidentiality.

ENSACT supports the protest of the President of the EASSW, the Secretary of AIDOSS (Italian Association of Social Work Teachers) and of the association of the Professional Register of Italian Social Workers against the new Italian legislation and, as such, strongly opposes the direction of the Italian Parliament, requesting it to retract its intention to obstruct the indispensable work of health and social professionals with needy populations and, essentially, avoid an escalation of xenophobic tendencies in Italy.

ACÇÃO DE FORMAÇÃO EM LOBBY NA REUNIÃO DE DELEGADOS DA FIAS EUROPA

ACÇÃO DE FORMAÇÃO EM LOBBY - Comunicação e Lobby para fazer a diferença!

O Comité Executivo da FIAS Europa promoveu pela primeira vez uma acção de formação durante a última Reunião de Delegados que decorreu em Dubrovnik, Croácia, cuja organização foi da responsabilidade da responsável pela Comunicação do Executivo, Cristina Martins.

Ana Carvalho de Portugal foi a formadora desta acção. Licenciada em Economia pela Faculdade de Economia do Porto, com um Mestrado em Arte e Management da City University de Londres e com uma Pós-graduação em Marketing e Management, pelo IPAM, Instituto Português de Administração e Marketing Porto, Portugal.

Esta sessão formativa teve como finalidade expor abordagens simples sobre como fazer lobby de forma a estimular mudanças sociais efectivas. Foram apresentadas em linhas gerais estratégias para melhorar a comunicação e realizar advocacia social numa linguagem não técnica. Contribuiu também para definir um posicionamento claro e definir uma agenda de acção.

Ana Carvalho deu início à sessão convidando os participantes a decidir sobre: Que organização nós queremos ser? Dado que somos a organização que escolhemos ser…

Após alguma discussão em grupos de trabalho foi claro que os membros da Federação pretendem uma MAIOR VISIBILIDADE DO SERVIÇO SOCIAL/ASSISTENTES SOCIAIS NOS MEDIA e todos querem que a FIAS SEJA A VOZ DO SERVIÇO SOCIAL.

Algumas considerações da sessão
Os participantes concordaram que devemos trabalhar com vista a MELHORAR A IMAGEM DO SERVIÇO SOCIAL. Uma ideia surgiu para ajudar neste propósito: promover a realização de séries televisivas que mostrem a intervenção dos Assistentes Sociais.

A nossa força foi referida como também como sendo a nossa fraqueza: a nossa diversidade. O público em geral não conhece ou não percebe o que é exactamente o trabalho em Serviço Social.

Todos aspiram a um MAIOR RECONHECIMENTO PROFISSIONAL a serem reconhecidos pela sociedade como um profissional agente de mudança.

Todos concordaram que somos muito bons em comunicação mas sabemos muito pouco de lobby…

ESTÁGIO EM BARCELONA

Estágio em Barcelona *

Nascido de um projecto do Serviço Social do Centro de Medicina de Reabilitação de Alcoitão da Santa Casa da Misericórdia de Lisboa, este Estágio profissional em instituições de referência na saúde em Barcelona, teve como objectivos:
 Apreender novos modelos de Intervenção Social;
 Conhecer novas formas de organização dos Cuidados Sociais;
 Identificar novas Respostas Sociais.

O estágio permitiu a três Assistentes Sociais

“observar” as Instituições de referência abaixo identificadas:

 23 Fevereiro 2009 – Hospital General de l`Hospitalet

 24 Fevereiro 2009 – Institut Guttmann

 25 Fevereiro 2009 – Hopital Vall d`Hebrón

 26 Fevereiro 2009 – Hospital Sant Joan de Deu

 27 Fevereiro 2009 – Colégio Oficial de Diplomados en Trabajo Social y Assistentes Sociales de Catalunha.

Em cada instituição teve lugar uma reunião com as Coordenadoras dos referidos hospitais, onde foi transmitido:
 A organização da unidade de saúde;
 A intervenção social, a metodologia utilizada e a distribuição dos assistentes sociais na organização;
 A legislação referente ao Sistema de Saúde e Protecção Social.

Seguidamente e com a responsável do sector tivemos a oportunidade de conhecer os assistentes sociais que se encontram nos diferentes serviços da unidade hospitalar, bem como perceber o trabalho dos colegas junto do utente/ família, equipa multidisciplinar e articulação com a comunidade.

Na visita realizada em cada uma das unidades de saúde foi-nos possível observar os espaços físicos, assim como inter-agir com os profissionais das equipas multidisciplinares.

Na nossa opinião o referido estágio revelou-se pertinente na medida em que foi possível apreender a intervenção social no contexto socioeconómico da Catalunha, bem como perceber algumas políticas sociais, nomeadamente a legislação aplicada à deficiência.

Na legislação referente à pessoa portadora de deficiência foi-nos apresentada a Lei de Dependência de 16 Julho 2008, que permite uma maior amplitude de protecção e promoção da autonomia pessoal.

O sistema de saúde Espanhol consigna e aplica a gratuitidade nas ajudas técnicas consideradas essenciais à autonomia e qualidade de vida da pessoa portadora de deficiência, nomeadamente cadeiras de rodas eléctricas.

Outro aspecto que consideramos relevante é o facto da organização das unidades de saúde e do próprio sistema de saúde permitirem uma articulação efectiva com a comunidade. Esta realidade facilita o encaminhamento das situações consoante uma escala de dependência e do contexto social do utente. Assim sendo, verificamos que não existem situações de alta clínica protelada porque a comunidade dispõe de recursos adequados às diferentes situações.

Da observação das diferentes unidades de saúde podemos verificar que para além da intervenção individual e familiar é utilizada com grande expressão a intervenção terapêutica em grupo.

Deste estágio retiramos como mais valia o facto da maioria dos procedimentos referentes à intervenção social estar protocolada. Da experiência vivenciada pelas colegas, constatamos que os protocolos aumentam a eficácia e eficiência da intervenção, assim como salvaguardam os interlocutores envolvidos no processo de reabilitação (utentes/ Instituição).

Esta experiência foi bastante enriquecedora em termos profissionais e pessoais, pois permitiu observar a intervenção social em meio hospitalar, em instituições de referência na região da Catalunha e com uma realidade socioeconómica diferente.

Para finalizar, queremos mais uma vez expressar os nossos agradecimentos aos nossos “companheiros” espanhóis pela forma como fomos acolhidos, bem como à responsável das Relações Internacionais da APSS, Dra. Cristina Martins, por toda a sua disponibilidade e apoio neste processo.
